A.B.C Public Safety Consulting Group

A.B.C. Public Safety consulting group began with one consultant in 2003 and 15 years later we have the resources of many professionals with a breath of knowledge, experience, and skills in all aspects of public safety.

A.B.C. stands for ATTITUDE – BELIEF – COMMITMENT, the founding principles of A.B.C. Public Safety Consulting Group.

As the founding consultant, my career includes over 20 years involvement in developing     9-1-1 Communication Systems, 22 years’ experience with Fire and Rescue Departments & Emergency Medical services, and 22 years of service in military operations.

I have had the opportunity to master many skills in the Public Safety arena since joining the ranks of a local EMS system in the 1970’s. After my military retirement in 1997 my 911 career began with Stone County Emergency Services as the Administrator designing and building an entire 911 and radio communications system.

My next career step was to the private sector as a Project Manager with Spatial Data Research, Inc., a Geographic Information developer and 9-1-1 Mapping and Addressing contractor for federal agencies, states governments, tribal nations and county governments.

In June of 2002 I was given the opportunity to be the Director of Dade County Emergency Services to create another Enhanced 9-1-1 system in Missouri.

In 2003 I was hired by the Chief of Police, City of Aurora Missouri, to be their lead consultant to guide, design and implement the entire, records management system, dispatching systems and ensure the infrastructure for the communications section would meet their needs for their new 1.2 million Police and Fire combined facility.

In 2006 was solicited and hired by Advanced Concepts, Inc. for assignment to the Office of the Chief Technology Officer as the Computer Aided Dispatch (CAD) Project Manager for the new $116 Million dollar Unified Communications Center (UCC) in Washington DC.

Other Advanced Concepts, Inc. assignments were:

  • Lead GIS Subject Matter Expert (SME) for the National rail mapping project of Amtrak.

  • Project Manager for Maryland Aviation Authority for the remodel and upgrade of Baltimore/Washington International Thurgood Marshall Airport public safety communications center (PSCC).

As CAD Subject Matter Expert for BAE Systems, I was assigned as the Fire and EMS SME for the Country of Belgium, Ministry of Defence communication center countrywide consolidation program.

In June of 2010 after several years of travel, I accepted the position of Deputy Director of the Christian County Missouri 911 to complete the task of consolidating two 911 centers and one police dispatching operations.

In August of 2015 I accepted a position as 9-1-1 Concept of Operations CONOPS developer for Ministry of Interior, Kingdom of Saudi Arabia. My responsibility is for creation of governing operational policies and procedures for 12 regional 911 control centers.
